It would appear désirable that consideration

should be given to the tonnage that would be gained by the

elimination of all goods that can be classed as Luxuries. By

a system of rationing the amount of tonnage required for

foodstuffs could be arrived at, so far as Hongkong itself

ie concerned.

In regard to trade and industries on which the

Government Revenues are dependent, I notice that the Committee

recommend the maintenance of the ordinary trade and established

industries, but I fail to grasp that this maintenance is a

necessity in the event of all British shipping being required

to relieve the Home tonnage position and it seeme to me that

Hongkong must be prepared for a considerable diminution in

trade and industries in the event of these circumstances arising.

I should point out to Your Excellency that I

consider the matter of grave importance which should be promptly

dealt with. (Vide my letter No. 024 of 4th. May)
